Steve Jobs would "twist the truth in order to achieve whatever goal he has set for himself", an FBI file on the Apple co-founder claimed.
The late businessman "freely used illicit drugs" like LSD and marijuana while in college, and had "basically abandoned" a daughter born out of wedlock, the Smoking Gun reported.
The 191-page document had been compiled by the FBI in 1991 when the then-former Apple boss was being considered for a White House position by President George Bush Sr.
Awitness told the agency that Jobs was "an individual who was not totally forthright and honest and has a tendency to distort reality in order to achieve his goals".
The man, whose name was redacted from the file, said Jobs was nevertheless suited to be appointed to the president's Export Council since the role did not require "honesty and integrity".
While the file revealed illegal drug usage as a youngster, witnesses said he "drank only a little wine" as an adult, after becoming interested in eastern mysticism and religion.
Jobs did not end up being offered the presidential appointment, instead staying at NeXT Computer and Pixar before returning to Apple in 1997.
Jobs lost his battle with cancer in October last year, aged 56.
